Access Review Definitions

A definition captures how a review should run: which resources are in scope, who reviews them, when it starts, how often it repeats, and how reviewers are reminded. Campaigns are launched from the definition rather than rebuilt each time. Successive reviews stay comparable because they were run the same way.
